What is the Canada Carbon Rebate?

The Canada Carbon Rebate, also known as the Climate Action Incentive (CAI) payment, is a rebate program introduced by the Canadian government to offset the cost of the federal carbon pollution pricing system. This system is part of Canada’s broader plan to reduce greenhouse gas emissions and combat climate change.

What is the Canada Carbon Rebate for Small Businesses?

An amount of the federal fuel charge proceeds will be returned to qualifying Canadian-controlled private corporations (CCPCs) as refundable tax credit known as the Canada Carbon Rebate for Small Businesses, which was introduced in Budget 2024.

The Canada Revenue Agency (CRA) is working toward issuing retroactive payments in total over $2.5 billion regarding the fuel charge years of 2019–2020 to 2023–2024.

Who is eligible?

A CCPC must meet certain requirements to be qualified for the retroactive payment for the fuel charge years 2019–2020 through 2023–2024.

  • A CCPC must have one or more persons working in a province designated when the fuel charge year starts.
  • A CCPC should have employed 499 or fewer employees across Canada during that calendar year.
  • No later than July 15, 2024, submit a tax return for the tax year that ends in 2023.

How to Apply?

For this rebate, CCPCs are not required to apply. CRA will compute and immediately distribute the rebate amounts to qualified CCPCs after the Minister of Finance has specified the payment rates for each designated province for the relevant fuel charge year.
